Davis Energy & Infrastructure Strategy Group was founded by Glenn Davis, former Director of the Virginia Department of Energy and longtime legislator. Appointed by Governor Glenn Youngkin to lead Virginia’s energy agency, Glenn oversaw statewide energy strategy, advanced nuclear initiatives, PJM engagement, and data-center growth planning in one of the nation’s fastest-expanding power markets.

The firm brings a rare combination of policy expertise, technical insight, and real-world experience working directly with governors, state agencies, utilities, and major industry. About Glenn Davis

Glenn Davis is a nationally recognized leader at the intersection of energy strategy, state policy, and economic development. Appointed by Governor Glenn Youngkin to serve as Director of the Virginia Department of Energy, Davis led one of the nation’s most dynamic energy portfolios during a period of unprecedented load growth driven by hyperscale data centers, advanced manufacturing, and emerging nuclear technologies. In this role, he managed a 217-person agency with a $75 million budget and directed statewide strategy spanning PJM market engagement, firm-generation planning, and major infrastructure initiatives.

Under his leadership, Virginia became a national frontrunner in Small Modular Reactor (SMR) deployment, securing two public SMR development announcements in 2024 and advancing others in progress. Davis also guided the creation of the Virginia Clean Energy Innovation Bank and oversaw a dramatic expansion of federal funding—growing cumulative five-year energy awards from $75 million in 2022 to more than $750 in 2025. He directed the update of Virginia’s All-American, All-of-the-Above Energy Plan, incorporating deep analytics and modeling to address rapidly escalating statewide demand.

Davis’s national leadership extends beyond Virginia. He currently serves on the Oak Ridge National Laboratory MEGA-DC Advisory Board, providing strategic guidance on advanced data center growth, and on the Tennessee Valley Authority (TVA) Regional Energy Resource Council, advising one of the nation’s largest public power systems on emerging energy challenges and opportunities.

Prior to leading Virginia’s energy agency, Davis served nearly a decade in the Virginia House of Delegates, chairing key committees  including the Education Committee; Technology & Innovation Subcommittee; and an Appropriations Subcommittee. He also chaired the state’s Joint Commission on Technology and Science (JCOTS) cybersecurity and blockchain subcommittees. Davis previously served on the Virginia Beach City Council. His work has been recognized with more than a dozen awards from business, manufacturing, healthcare, and technology organizations.

Before entering public service, Davis founded and led a multi-division technology and telecom firm, expanding operations to 146 franchise territories across 48 states and successfully exiting after more than 20 years as president. His private-sector work includes strategic planning, national operations management, acquisitions, and driving high-growth organizational performance.

Davis has also played pivotal roles in economic development, including securing major corporate expansions, negotiating state incentive packages, and leading innovation-focused partnerships with MIT, George Mason University, and several European technology companies. His board service includes the Southern States Energy Board, the Virginia Innovative Nuclear Hub, and the Virginia Nuclear Energy Consortium Authority.

Glenn lives in Richmond, Virginia with his wife, Chelle, and their Goldendoodle, Nixon.
